Ophthalmic Performers List for England

All applications made by Ophthalmic practitioners to the NHS England Performers List are dealt with by PCSE. These include:

  • Practicing opticians changing area team or status e.g. change of practice, update of address
  • Pre-reg opticians changing their status to qualified
  • Opticians joining an English practice from Northern Ireland, Scotland, Wales or abroad

From 30 September 2019, all applications for entry or changes to the Performers List can be made via a new online service, which enables applicants to submit and track their applications easily.

How to access the online Performers List service for existing performers

To use the online system, the Contract Holder needs to assign a User Administrator on PCSE Online. Once registered, this User Administrator can then attach the relevant Performers to their store, which generates an account for each Performer so they can then create their own individual log on and password to access the online Performers List system.

If your Contract Holder has not assigned a User Administrator, please contact PCSE on 0333 014 2884 to set this up.

The Performers List self-service function will enable current performers to confirm or amend their own details (e.g. change of address or status) via the portal as and when required.

Overall, the move from paper-based applications and change notifications to online will create a more simplified, quicker process as:

  • It removes the need to download, complete, scan and email forms
  • Is available 24 hours a day
  • Applicants and performers can see the status of their application or update in real-time
  • Any missing or incorrect information is highlighted so it can be addressed before being submitted
  • Documents can be uploaded directly into PCSE Online
  • Performers can check the accuracy of the information held on them on the Performers List and make amendments quickly and easily

How to apply to join the Performers List for England for the first time

Pre-reg opticians and opticians from the rest of the UK and abroad can apply to join the NHS England Performer List via the PCSE Online Performer Home Page. Follow these easy steps to submit your application.

Prepare your documents

During the application process, you will need to upload scans or photographs of the following supporting documents:

  • CV
  • Photo ID, copy of your passport or driving licence photocard
  • Professional Indemnity or insurance certificate
  • DBS Enhanced Certificate
  • Most recent appraisal, if applicable
  • Graduation certificate
  • Work permit, if applicable
  • Police check, if you have not been resident in UK for the last five years
  • Accepted language test certificate, if applicable

If you have not studied or trained in the UK or Irish Republic, you will be required to submit alternative documentation. Find out more

Register for PCSE Online

  • Visit PCSE Online and click on Login
  • Under ‘Register as a’, select ‘Performers List Applicant’
  • On the registration page, enter your email address as your username
  • Enter your name and SO/GOC number if you have one and create a password
  • You’ll get an email with an activation link – click on the link
  • A webpage will open to confirm your account has been activated
  • Click Back to Log in or go to PCSE Online to log in continue your application

Complete your application

  • Complete the form
  • If there is any missing information, you will be prompted before moving onto the next section or invalid information will be highlighted
  • You’ll need to upload scans or photographs of your supporting documents
  • A green tick will appear on each section of the left-hand menu once complete
  • You can save your application progress, and log in and out of your application at any time before submission

Submit your application

  • Once all sections are complete and supporting documents uploaded, you can submit your application
  • After submission, a unique reference number will be displayed and also sent to you by email
  • You will need to quote this reference number on any correspondence about your application

  • PCSE will need to meet with you face to face to undertake identity checks and document verification
  • We will contact you by email to arrange an appointment

Add your GOC number to your application

  • If you do not yet have a GOC number, the General Optical Council will issue you one when you pass your OSCE exam
  • You’ll need to provide this before a decision can be made by NHS England
  • Log into PCSE Online and on the Home page, click on Update GOC number
  • Your application cannot be processed until you have added your GOC number

 NHS England Decision

  • Once we have checked your application and completed your face to face meeting, we will send your application to the relevant NHS England local office
  • The decision to admit or decline an applicant to the Performers List for England is the responsibility of NHS England.
  • You will be notified by email that a decision on your application has been made
  • Log into PCSE Online to see NHS England’s decision
  • If your application has been successful, your inclusion letter will be available immediately to download from PCSE Online

Performers can carry out NHS work as soon as they receive their inclusion letter and do not need to wait until their details are added on to the performers list website.

Failed your OSCE Exams?

  • If you have failed your OSCE exams, you will need to withdraw your application to join the Performers List
  • Log into PCSE Online and click on Withdraw Application
  • If you intend to resit your OSCE exams, you will need to submit a new application to join the Performers List

Moving from Northern Ireland, Scotland, Wales or abroad to practice in England

Ophthalmic practitioners from the rest of the UK who are moving to England to practice need to join the Performers List for England. Inclusion on any other Performer List is not transferable and a new application is necessary.

Opticians from abroad also need to apply to join the Performer List for England.

Moving to a different area team

The Local Office Details section on your PCSE Online Performer Home Page is where you can edit or change details of your NHS England Local Office. Read our Local Office Details User Guide for more information.

If your change of NHS England Local Office is due to you leaving an existing practice and joining a new one, enter your new practice details in the Employment Details section – this will automatically update your local office details if applicable.

Edit Local Office details

  • Your current local office will be displayed – click on Edit
  • You need to answer the questions shown – Yes or No
  • If you are changing your level of commitment, choose Yes and enter the percentage of your commitment, numbers only
  • Click on Submit to confirm your change request
  • An automatically-created Case ID will be sent for your reference

Maximum commitment cannot be more than 100% across all employment.

Change Local Office details

  • To add a new local office, select Yes under Are you linked to a new local office?
  • Enter the details for your new Local Office, including your start date and level of commitment to that office

If you are adding an additional Local Office, and this changes your level of commitment to your other Local Office, select Yes, and adjust the figure to equate to 100% across all Local Offices

  • Click Add Office to add the new office details
  • Click Submit and then click Confirm
  • A Case ID will be automatically generated for your reference

If the status of your application is showing “Awaiting NHSE Approval”, please contact the relevant NHS England Local Office for further information regarding your change request

Adding or changing practice

You can update your practice details in the Employment Details section of your PCSE Performer Home Page. Read our Employment Details User Guide for more guidance.

 

Adding a new practice

  • Click Employment Details and current practice details will be displayed
  • Answer Yes to Are you starting at a new practice?
  • Click Add Practice
  • Using the postcode search, enter the postcode of your new practice, and click on the search icon
  • Choose your practice from the list
  • Select your role – Principal or Salaried
  • Enter your level of commitment, as a number – maximum commitment cannot be more than 100% across all employment
  • Enter or select your start date
  • Click Add Practice to add practice details
  • Click on Submit and then OK to confirm
  • A Case ID will be automatically generated and sent to you for reference

 

Changing your existing practice

  • Click Employment Details and current practice details will be displayed
  • Click the Edit button next to your current practice details
  • If you are terminating your employment at your current practice, select Yes and enter your end date
  • If you are not terminating your employment at your current practice, you will be asked if you are changing your level of commitment – answer Yes or No
  • Change your level of commitment as appropriate, as a number – maximum commitment cannot be more than 100% across all employment
  • Click Submit to confirm the change request
  • A Case ID will be automatically generated and sent to you for reference

Change of status or personal details

You are able to change your name, address and telephone number in the Personal Details section of your PCSE Online Performer Home Page. The Personal Details User Guide is also available.

  • Click on Change Name at the bottom of the page
  • Your existing details will be displayed
  • Make any changes and submit
  • You’ll be asked to confirm your changes – click on OK

  • Click on Change Telephone Number
  • Your existing number(s) will be displayed
  • Make any changes and submit
  • Confirm your changes – click on OK
  • You’ll be sent an automatically generated Case ID for your reference.

  • Tell us if you’re changing your residential address or GOC registered address
  • Enter your postcode in the search box, and then choose your address from the displayed list, or you can enter your address manually
  • Click OK to submit the change
  • Confirm the change by clicking on OK
  • You’ll be sent an automatically generated Case ID for your reference.

Only update your GOC registered address on Performer List for England after you have updated it with your regulatory body

FAQs: New online Ophthalmic Performers List services

General

Applications to join the National Performers List for England are made via PCSE Online. You will need to register as an applicant in order to access the online application form.

To register go to https://secure.pcse.england.nhs.uk/PL.  Where it says, “Register as a”, select “Register as a Performers List Applicant” from the drop-down menu.  You will then need to enter your details to register as an applicant.  Once registered, you can complete the application on PCSE Online.

As a current Performer, your information should be migrated across to the new system. In which case you will need to speak to a user Administrator at your store/practice to add you as Portal user.

NHS England and Primary Care Support England (PCSE) are introducing improvements to the National Performers Lists entry and change notification processes. PCSE has introduced a new online process, making it much easier to submit and track Performers Lists applications and change requests via PCSE Online.

The Performers Lists administration on PCSE Online went live on 30th September 2019 for Ophthalmic Performers and can now be accessed if you are registered for PCSE Online and your account has been verified and processed.

File size is restricted to no more than 4MB.  Please note that if you are trying to upload multiple documents in the certificates page (up to a maximum of five documents), the size of all these five documents combined should not be greater than 4MB. If you attempt to upload a Document with a (.) OR special characters for example (?<!\.)$.) in the filename this will NOT upload. Some documents are scanned at high definition. Try using standard definition to reduce the file size.

 

This is an unsupported file format. Please reload the file without these characters in the file name.

You can request that the Performers List team investigate this via PCSE’s online enquiries form. Select ‘Performers List’ as the subject enquiry type and complete the information requested. Please include a description of the issue in the message box when prompted and include your Regulatory Body and Performers List numbers in the communication.

 

Primary care providers should speak to your NHS England local office to confirm the status of a performer in the absence of them being evident on the National Performers List website.

Please notify your NHS England Local Office of the death of a Performer.

NHS England should notify PCSE via PCSE Online. Details on how to do this can be found in the user guide PCSE NHS England Local Office User Guide.

Registering for PCSE Online

PCSE Online is a web-based solution for securely submitting GOS claims, Performers List change notifications and Performers List applications. Users can access the service via the PCSE website with a unique login ID and password.

Some users may already have access to PCSE Online for ordering supplies. If that is the case, they will need to be set up as Users for the Ophthalmic Performers List and/or Ophthalmic Payments services. These Users will still need to follow the User Registration guidance to gain access to those new services.

The store needs to set up its User Administrators first. These User Administrators can then select the Performers that are relevant to their store. Only once this has been done can Performers use the online service. If you work for Specsavers, Boots, Vision Express, Asda Opticians, Scrivens or Optical Express your store User Admins may not yet be set up.

 

You should contact your Head Office to find out more. If you work for one of these organisations and need to make a change to your status on the Performers List, you can continue to use the paper version until your store is registered.

Joining the Performers List for England for the first time

You can track the status of any application or change request status on the home screen of PCSE Online. When the status of your application or change request is updated, you will receive an email notification signposting you to PCSE Online for further information. 

 

If you need to contact the PCSE Customer Service Centre for any reason, please quote the unique reference number which was emailed to you on submission of your application/change. Further details can be found on our website: https://pcse.england.nhs.uk/services/performers-lists/ in the relevant user guide PCSE Applicant User Guide or PCSE Performer User Guide .

To cancel or re-schedule a face to face appointment, please contact your Performers List Liaison Team representative. Their contact details are provided on the original appointment confirmation.

  • Draft – Not yet submitted
  • Submitted – Application has been submitted to PCSE for processing
  • Undergoing Detailed Checks – Application or change has been submitted and is being processed by PCSE before sending it through to NHS England for a decision. When this happens, you will receive an email notification.
  • Under Consideration – Application or change has been processed by PCSE and sent through to NHS England for consideration. You will receive an email notifying you when a decision has been made.
  • B. In some cases there may be an additional status of ‘awaiting NHSE response’ and this will be when you as the applicant have rejected the conditions imposed on your application to join the National Performers List.

You can update your GOC number via the “Home Page” on PCSE Online. Login to PCSE Online and click on the “Update GOC number” button

If you fail your OSCE exams you should withdraw your application to join the National Performers List. You can do this via the “Home screen” on PCSE Online by clicking on the “Withdraw Application” button.

 

If you intend to re-sit your OSCE exams, you will be required to submit a new application to join the National Performers List.

  • Closed – Change request is complete.
