Local Representative Committees (LRC)

What is a Local Representative Committee (LRC)?

LRCs are local representative committees. They are split into three separate groups such as LMCs, LDCs and LOCs.

What is a Local Medical Committee (LMC)?

Local Medical Committees (LMCs) are recognised by statute (NHS Act 2006, as amended by the Health and Social Care Act 2012) as the bodies representing all NHS GPs practising in a stated geographical area.

An LMC represents all NHS GPs in its area, regardless of contractual status. It represents the views of its GPs to other local agencies, bodies, and health providers in its locality. There are equivalent bodies who represent dentistry, pharmaceutical and optometry performers, all known collectively as Local Representative Committees (LRCs).

By allowing NHS England and PCSE to share your details with your LMC, you will make it easier for your LMC to represent you as an NHS Performer. Your LMC is a vital link and will provide information on local clinical protocols and referral guidance; improve access to locally commissioned wider primary care services; training opportunities including local continued professional development events; information sharing; pastoral care and more.

What is a Local Optical Committee (LOC)?

All optometrists (‘performers’) providing NHS General Ophthalmic Services (GOS) and GOS contract holders (‘contractors’) in England are represented by Local Optical Committees (LOCs). LOCs are bodies created by statute (link: National Health Service Act 2006 (legislation.gov.uk)) to support and develop local primary eyecare sectors in a given area. There are equivalent bodies who represent dentistry, pharmaceutical and medical performers, all known collectively as Local Representative Committees (LRCs).

By allowing NHS England and PCSE to share your details with your LOC, you will make it easier for your LOC to represent you as an NHS optical performer. Your LOC is a vital link and will provide information on local clinical protocols and referral guidance, locally commissioned extended primary care services, training opportunities including local continued professional development events, information sharing and more.

What is a Local Dental Committee (LDC)?

Since 1948, NHS General Dental Practitioners have been represented and supported by their Local Dental Committees (LDCs). LDCs are statutory bodies funded from the levy collected by the NHS Business Services Authority (link: National Health Service Act 2006 (legislation.gov.uk)).

They were set out to contribute to the improvement and development of NHS Dental Services and Professional Networks in a given geography. There are equivalent bodies who represent medical, pharmaceutical and optometry performers, all known collectively as Local Representative Committees (LRCs). By allowing NHS England and PCSE to share your details with your LDC, you will make it easier for your LDC to represent you as an NHS Performer or Provider. Your LDC is a vital link and will provide information on local clinical protocols and referral guidance; improve access to locally commissioned wider primary care services; training opportunities including local continued professional development events; information sharing and more.

Is it mandatory for me to consent to share my details with my LRC?

No. It is not mandatory to consent. However, PCSE Online requires you to either consent or decline so that your Performer List records can be updated. 

If I choose to share my details with my LRC, what details will be shared?

The details that will be shared if you consent are:

  • General Council Number
  • First Name
  • Last Name
  • Full Name
  • Email address
  • Telephone number
  • Performer List Type
  • Performer Type
  • Decision (whether you have consented or withdrawn consent)
How do I know which LRC to choose from the drop-down list?

You can choose your local LRC. For e.g. if you are a medical performer living in Cheshire you can choose Cheshire LMC. 

I have chosen to share my details with my LRC previously. I now want to withdraw consent.
  1. Sign into PCSE Online. 
  2. Click the green performer list tab.
  3. Click the Personal Details tab. 
  4. Scroll to the bottom of the Personal Details screen and there will be some text which states “I CONSENT TO NHS ENGLAND ROUTINELY SHARING MY DETAILS WITH THE RELEVANT LRC”. Click “No”. This will withdraw your consent and PCSE will send a notification to your LRC to remove your details from their systems. 
I chose not to share my details with my LRC previously. I now want to provide consent.
  1. Sign into PCSE Online. 
  2. Click the green performer list tab.
  3. Click the Personal Details tab. 
  4. Scroll to the bottom of the Personal Details screen and there will be some text which states “I CONSENT TO NHS ENGLAND ROUTINELY SHARING MY DETAILS WITH THE RELEVANT LRC”. Click “Yes”. A notification will now be sent by PCSE with your details to your local LRC monthly. 
I am from an LRC and want to update my details with PCSE.
