About user management

Overview 

Access to PCSE Online is managed by organisations themselves through User Administrators. This gives organisations greater control over who can access PCSE Online and helps keep information secure. 

From 11 December 2025, changes were made to the PCSE Online user management process to improve security and efficiency. PCSE can now only support the creation of User Administration roles, and only for nominated users. PCSE is no longer able to create or amend any other PCSE Online roles. No changes have been made to existing roles as part of this update. 

PCSE can help where an organisation does not have a User Administrator, or where a Main Contact needs to be created, updated or removed. 

In these cases, an authorised request must be submitted before PCSE can act. 

There are four user management roles in PCSE Online:

  • GPP Practice User Administrator
  • PL Organisation Administrator
  • Opto User Management (Organisation)
  • Main Contact 

If you hold one of these roles, you are responsible for managing PCSE Online access within your organisation, including creating users, updating permissions and removing access when it is no longer needed.

Important reminder: 

PCSE Online is a financial system accessed through a web browser. It is essential that access is reviewed regularly and removed promptly when users leave or are absent. 

PCSE Online should be included in your organisation’s onboarding and leavers processes.

What PCSE does and does not do 

PCSE Online access is managed locally by organisations through their User Administrators. 

PCSE can support organisations by setting up User Administration roles only, and only in specific circumstances. 

PCSE can:

  • create a User Administrator where an organisation does not currently have one
  • create, update or remove a Main Contact 

PCSE cannot: 

  • create or amend any other PCSE Online roles
  • manage day-to-day access for users within an organisation
